What is BER?

A Building Energy Rating (BER) is a certification that evaluates your home's energy performance on a grading scale, similar to the energy label on household appliances. The certification rates your home's energy performance on a scale of A to G, with A-rated homes being the most energy-efficient and benefiting from lower energy bills. In contrast, G-rated homes are the least energy-efficient and typically have very high energy bills.

Starting from July 1st, 2008, a BER Cert is required for new buildings, other than dwellings, for which planning permission was applied for on or after this date. From January 1st, 2009, the certification is legally required for anyone selling or letting property.

Part L Compliance

Part L of the Irish Building Regulations 2011 mandates that all newly constructed dwellings comply with specific energy usage and carbon emission regulations. These guidelines require increased insulation, reduced thermal bridging, and an efficient heating system with effective controls. Additionally, renewable energy technology can be installed to mitigate the use of fossil fuels and reduce electricity consumption.

Technical Assessment

A Technical Assessment is a necessary step to apply for the SEAI Heat Pump Grant introduced in 2018 for dwellings built before 2011. To prove that your house is eligible for the grant, a Technical Assessment must be carried out by a SEAI registered Technical Advisor.
The Heat Loss Indicator (HLI) must meet a specific threshold to ensure that a heat pump can be installed. A SEAI registered Technical Advisor will visit the property to conduct a survey to determine the current heat loss of the property. The results of the survey will be compared against the HLI threshold to assess if the property is at an acceptable level. The technical advisor will also provide a report outlining the available options to help clients reach the required HLI level and improve the Building Energy Rating (BER) rating.
